(unofficially formerly known as the Affordable Health Care Act but the Supreme Court ruled that the forced "affordable" part was unconstitutional so it's just a health care act forcing people to buy health insurance)
I think you'll see the winds of change after the election.
Keep at it though, never give up!! You have the will...obviously! That's most of the battle right there! ;)

_ May I rant a moment!!!! I have been looking for awhile..I need to work, so I can pay bills...HELP! If I am here for the job..Why am I over qualified.........Teach me or train me...That always worked, in the past! What is different NOW!

I'm a Senior Data Analyst... but they want some one to over see their database operations, IT department AND Manage their office but the pay is just slightly above entry level. No real benefits, the health/dental bene's are a joke and no 401K contributions until 6 month probation period.
As it turns out, the last company I interviewed with wanted all that and I told them their budget was short sighted and at best not well scoped out.
I offered to consult with them instead to do a full analysis, write the job description for two positions (officer manager and Database Operator should be two different positions) complete with outsourced IT solution to match their budget).
They still pursued the question: How much do I want, but when they could not even state a salary range and my resistance in giving them a number, I ended the interview, took my hard copy resume and and left a card. Call me when you are serious about assessing your needs and budget, but I am not interested in a job, I want a career and I do not believe this is the place for me.
WOW... talk about being empowered. Talk about being professional.
They called me and asked when I could start consulting with them. We're in negotiation now... but it doesn't look like they can still afford me. And I am I okay with that.

I have helped friends "Dumb Down" their resumes so they could get hired.
Mid-level management doesn't want people who hold PD's.. but they love Bachelor Degree Holders. so you simply leave off the part about Purdue University.
Another poster made an accurate statement - - Over Qualified is often used to avoid hiring an Older Person - IE: Too much Experience. Not a whole lot you can do about that one. A hard sell if you had your last job for 32 years.
Sometimes your current title of "Executive Vice President of Blablabla" will hurt you if you are applying for "Supervisor"... They figure you won't be happy, or it won't be a very good match. Sometimes you have to back that down to "Head of the blablabla department".
you can be over qualified - for sure.
From there, permanent offers will follow.
Try downplaying your skill level, I have found that many bosses like people that are less intelligent then themselves....Makes them feel 'superior'. But at any rate, I expect the employment situation to improve some, after the elections. Should the Repubs. win ...definitely. The Dems. win...I don't think so.

But I am no longer looking, Funny when I was looking I got very few call backs. I am not longer looking and I have people asking me to come to work.
Problems with being over qualified:
- power: if you know more than your boss, you are a threat
- ambition: you are only holding onto this job as an interim and will move onto something else as soon one opens up
- pay for experience: someone with fewer qualifications demands lower pay, even if they can't do the job as well or as quickly
- boredom: employers would worry you would be bored (for example, a developer who hates web development and knows a lot more would be unhappy doing web development and would always be looking for interesting projects instead of exactly what they told the developer to do)
- wrong qualifications or overspecialization: you are highly qualified and have the basics but they are looking for someone with very specific expertise who can hit the ground running
