Are laws validated by people's ignorance use common sense?

There seems to be so many laws in our country, and it's slowly becoming a dictatorship, but are those rules really based without merit to begin with? Are people in this country so ignorant, so unintelligent, so reckless, that they can't use common sense and good judgement, and need a blatantly outlined law to follow? Lots of the laws we have are created because people are always trying to find loopholes to existing rules, and abuse the laws already in place. Therefore, are laws validated by people's behaviors? If everyone starts abusing a right, should that right be regulated, does the abuse validate the law to prevent it? And if so, how many laws will our system grow to, to prevent all of the stupidity, to what end?
