Depends on one's definition of effeminate. What "is" effeminate or not varies widely from culture to culture and even person to person. My second SO was a Punjabi Sikh Indian and many charming expressions men make in his culture could be erroneously considered effeminate or gay by U.S. mainstream culture.

Some people, especially many (not all but many) U.S. American men it seems, have such rigid ideas of what masculine and feminine are that way too much falls outside of that. I don't think that's healthy but is more along the lines of black and white thinking, which is a cognitive and social handicap.
