A Mormon caused my cat to be injured should they pay the vet bill?

A knock came at my door I opened the door but kept the storm door closed he grabbed the storm door letting my cat out who ran into the street and was hit by a car. My cat is injured and has partial paralysis. the young man said sorry and got on his bike and road away. I call FAIL on his part. My cat is timid and very frightened by strangers which is why i did not open the storm door what do you think?
