Would starting my own form of a lottery be way more complicated than I'm thinking?

Would it be considered a business? There MUST be all sorts of legal issues involved, I'm assuming, but I don't know. So any ideas or directions to go would be splendiforous :)

    well first you need the money to start with as the prise other wise nobody will enter then you need to set it up so that you have a one in a million chance in winning example you need to get 10 numbers in a row with 50 different numbers that could come at out each time and then you need to sell your tickets

    if YOU start it it's illegal it's called The numbers Racket...or 'Policy' and it falls under the RICO Statute.....now if your State government does it...it's legal
