Sjo, this has always been a bit of a conundrum for me, but after contemplating it for a while, I have to go with Sakura.
I love Hinata as a character and her love for Naruto certainly is pure, however I just don't see the two as a couple. Hinata feels about Naruto the way he feels about Sakura.
Naruto did see Hinata in the water, training naked and I think that made him realize she is becoming a woman now, so there's been doubts. She's always been shy, and while I feel she will eventually become more confident, the dynamic between her and Naruto just doesn't scream potential couple.
The friendship dynamic between Naruto and Sakura has much bigger potential to develop into a romantic involvement. The writers have been hinting that Sakura is falling for Naruto and suffering massive internal conflict between the childish love/crush for Sasuke she's been holding on to and the true relationship that has developed over time with Naruto.
A childish crush/love was what I considered briefly as to Naruto's feelings, and it wasn't quite clear until shippuuden episode 235, where Naruto gets challenged by the kunoichi for marriage. The way he describes his feelings for Sakura makes his resolve clear. True unconditional love:

"I gave my heart to a girl named Sakura, although it's one sided on my part. For now anyway, I'll keep watching over her. It's okay. Sure, nothing will make me happier if she chooses me someday, but as long as Sakura is happy, that's what counts. I'm going to surround her with love and pray for her happiness"
He shares the same longing as Jiraiya did for Tsunade, however Naruto might have the chance to win over Sakura's heart. I'm interested to see how it will develop. Unless Sakura dies, I doubt he'll just wake up one day, change his resolve and fall for Hinata.
This is of course speculation. Who knows what the writers might do. Naruto and Sasuke might end up killing each other before any relationships happen. Know it's been almost 500 episodes following the manga (except fillers - shoot me) but the show's gotta end sometime. How, has yet to be seen.
will ... I think hinata has chances .. like kiba and shino & nije too , and if naruto and sakura end up together that will not hurt hinata maybe it will hurt her a little .. but she loves naruto and his happiness is her happiness , and you can see that in ep 175 sakura hugged naruto ... hinata didn't show Signs of anger she was smiling...
I also think Hinata/Kiba is a better pairing. They share a nice dynamic and Kiba often tries to pull Hinata out of her shy shell in fun but protective way. There is a potential relationship.
As for episode 175, I was a little upset that the show didn't address the fact that Hinata proclaimed her love for Naruto during the Pain encounter, yet they never circled back to that. Did Hinata/Naruto just forget about it? We'll have to wait and see...
yeah hinata and kiba is good couple ... hinata and neji is nice too cuz in shippuden neji is always warring about hinata and you can see that in naruto sd rock lee no seishun ... I really don know what did masashi kishimoto mean when he let naruto ignore her may be he want to give us hint that naruhina is not the right pairing ... as you said we dont know .. ^-^
