They are all good villians but you can't beat the Daleks. The Master is a close second.

I think the scariest thing about them is not remembering them unless you are looking at them. At least with the rest of the bad guys, you are aware you are in trouble. With the Silence, you have no idea.

It's comprehensive as far as 2005 to present. I haven't seen the episodes from the 70s, so I can't speak to the adversaries in those episodes.
