Repetitive Whistling

Eleven neighbors with barking dogs that think it ok for those of us that don't own pets to tolerate their noise in our homes. They leave them home while they work and for those of us retired we get to listen 8-10 hours of it, and that is ridiculous. It isn't the dogs fault they are pack animals that need to be with someone, and when they bark for extended periods they are in distress.
For the humans it is a recognized health issue per the WHO and also against the law but as the penalties don't amount to much most low life owners let it continue. The positive aspect is small claims court takes it serious, and can fine up to $5k for loss of use of property because of the barking, and it does work. My suggestion is don't mess with your neighbors they know where you live.
