Not exactly accurate. The last letter i got (from student finance england) had 6 peices of paper, 2 seperate letters covering 2 pages, an applicaiton form, and 3 pages of terms & conditions.
Most of the envelopes i recieve have multiple letters in. But perhaps i'm thinking too literally.

Still, it can also only have one...I think she wins. But I must say, my initial first thought was in fact, the letter E....like a lot of other people. I've never heard this riddle before.

Some riddles have more than one answer. For instance:
