Depends on the Job you want them to do. I wouldn't want a beagle herding sheep, Or a collie hunting Rabbits. They are all smart in their own way.

I've heard a dog trainer say that Jack Russell or Parson Russell Terriers where the smartest, but one of the hardest to train, because they want to see what's in it for them.
