The movie is loosely based on a rather inaccurate non-fiction book (of the same name) by a writer named Herbert Asbury. Asbury's book is riddled with speculation, exaggeration and outright falsehoods, but it is very, very entertaining. It does not have the central movie plot line of the son of a slain gangster seeking to avenge his father's death, but it does have the character of Bill the Butcher, pretty much as portrayed in the movie.

The events leading up to the draft riots of the 1860s. It also exposes how America has always had bigoted attitudes toward large ethnic groups of immigrants. Replace "Irish" with "Mexican" and the story gets familiar. There is a scene where immigrants, still literally standing on the ramps of the boat are inducted into the US army.
That reminds me of the "Irish Brigade" During the Mexican American War, a brigade of Irish American Soldiers were sent to fight the Mexicans, But they discovered they had more in common with the Mexicans, so they switched sides.
