What causes some people to say "ummmmm" and "uhhhhhh" a lot while they are trying to talk?

The president right now is famous for this behavior. If you watch him speak he is always pausing and saying "uhhhhhh". EX: "In order to uhhhhhhh fix unemploment, we must first uhhhhhh address the uhhhhhh fundamental reason that is uhhhhhhhh causing it"

i forgot what they call it but everyone does it
i catch myself saying um in answering questions
it is a part of the speech where you want to say something so you pause

yes i think they use it in lieu of a pause

I guess they've been raised around people who start talking the moment they pause, so they fill in the gaps with static.

I think it generally means that a person is being less than truthful, or that they do not believe in or understand what they are saying. I also take notice (and you can see it on infomercials) when people say something is great, but shake their head in the no direction.
