16. My 16 year old uses the family PC, still. I think by this age they are more responsible to have their own, if wanted! Before age 16 parents can better monitor the usage of the PC.

I'm 16 and still don't have my own. Before I got my phone (2 months ago), I use to share the laptop with my parents and sister.

I think the right age is 15 though.

once they understand the OS, and basic maintenance of the computer they can have their own. If it were my kids they can have a PC but there's a catch. no connectivity to the internet with no wireless card. they have to earn the right to connect via ethernet cable.
I was 5 when i started using the computer. mostly played educational games on a Macintosh Powerbook with OS7.
