Depends on the rules and behavior, but I've always found werewolves to be cooler in general. Vampires have gotten a lot of press lately and have been romanticized, but both vampires and werewolves are meant to be monsters. Vampires are corpses that drink blood, and werewolves are humans that unwillingly transform into vicious animals.

Only in modern media. Vampires are supposed to be blood-sucking corpses. Not very sexy in and of itself.
