    I say an effective detente is when one side is just as afraid of what the other side will do ..
    and I'll also say that to STOP the bullying .. it is the DEFENSE .. the FEAR that they will have when they know they no longer can threaten or do anything to you .. is a good thing ..
    IF one uses FEAR as a MEANS of CONTROL of populations (That is the definition of Repressive/Oppressive Regimes).

    Using fear to gain or get ahead is immoral and not really effective but I picked the wrong choice when voting. There are those who think they can get whatever they want using fear but people need to learn to stand up for themselves!

    The government has mastered this. They say the terrorists are coming, we need money and your privacy to beat them. Then when something bad is coming they can't stop, they say don't worry. Sheesh!

    It depends on whether it's exaggerated fearmongering - ie., pretty much lying - or if it's communicating real concerns and real cause for fear that have previously been understated.

    I think that it depends on the situation. If you're using it as a tool of torture i think it's immoral. If it's used sparingly with children then i think it's ok eg. teaching them not to touch hot things.
