The person I got the video from said it was a "nutria" (which is a big river rat, and seems to have a lot of different names around the world.)

I'm sure he was. And I messed up there, I was signaling out north america when i was talking about big rodents then I realized bald eagles are also native to alaska so i kinda fail >_<

I don't think their feathers are made for it... I don't think they can fly if they get too wet (like say maybe ducks can) but eagles do go after food in the water and sometimes have to get wet for that food.
