When your question gets fifty votes from identified Sodaheads, you, the one who asked the question, get the Lightning Report sent to you. But anyone can read a Lightning Report on the question itself. The link shows up across the top of the vote results display.

■ Receiving votes, comments and raves
■ Sharing questions using the various share options
■ Joining a group
■ Connecting with your Facebook, Twitter, or Yahoo! accounts
■ Opting in to email notifications in your account settings
Every time an action earns you points, you are notified at the bottom of the page. Point notifications can be turned on or off by clicking the arrow -- you continue to earn points even when you've hidden point notifications.
Please note that you only receive point notifications for actions you take. Votes, comments and raves on your content by other users will earn you points but will not trigger a point notification.
Why do you continue to not tell us what your complete algorithm for points is? Why make it obscure? You folks even tried to sell the lie previously that each rave was worth a point, when that was blatantly not true from the moment of the first switchover. Why make us guess? Oh, it must be because you think us guessing will result in more activity, right?
I've always thought it strange that points were such a mystery.
Its just a breakdown on the poll voters demographics and I think that you have to have a certain number of replies before they will do a lightening report on your question/blog? I noticed that on the few questions that I posted here its only on the ones with a decent number of responses.
