No, I think it may be helpful to immediately know upon sight what a person is. It saves time and energy assessing people if you must begin by assuming they are intelligent. People who don't grasp the concept of dressing can be checked off the intelligent list immediately and be instantly certified as idiots.
It's completely idiotic, but it isn't hurting anyone, so I don't see why it should be law. Technically you can still be in your underwear and be legal in public anyway.
The only law it breaks is the fashion "law" of good taste. I'd just like to know who first thought of it? That's the guy who should be in "fashion jail".

This indeed is incredibly asinine for supposed "straight" young men to do. But I have seen even more stupid. I recently saw some "butch" lesbians sagging their pants. Now these ladies obviously don't want attention from men, but they have their pants sagging for easy access by a man? %$#@!!! That is stupid beyond stupid.
As far as the young men are concerned, you can give teenagers a little license for being dumb, it kind of goes with the being young, but how do you excuse the 30 and even 40 (I have seen this myself, shame) somethings that are doing this?
I am sometimes amused by some punks I see doing this, because they are also trying to look tough. I am over 200lbs of muscle, good citizen and lover of my community, but I would kinda fancy to have opportunity of fight some punk with his pants sagging, so I could pull his pants off.
