I am not that set on age differences, it can work out very well. However 12 is way to young to go on a date, let alone on a date with someone more then twice her age

If the relationship does not have even a semblance of a sexual element, it COULD be okay, but if they truly care about each other, the 28 year old will wait until she is legal. If there is even a hint of a sexual element, or if the 28 year old would not have been willing to wait for her to grow up to date her, that's a HUGE warning sign and someone needs to be told.
