And they reply, "maybe later." What does that mean exactly? Do you take their reply on face value and offer them something later, or do you take it as a "no."

    I can't speak for what other's mean...when I say it, I mean exactly what I said. If it is family or a close friend, I tell them they know where everything is and when they're ready to help themselves. If it is someone else, I will ask again later.

    It's a bit rude. "No thank you", is the best answer. If the person is an overnight guest in my home I would probably say, "okay, just help yourself when you want something". If they were only there for a couple of hours I would assume it was a way of saying no. However it sort of implies that they plan on staying for a long time-LOL

    I agree, it's certainly not the best response. I think some ppl. feel they're offending you to just say "no." I know ppl. who have remarked that they're being anti-social if they refuse someone's hospitality.

    Yes, I think that is probably the intention behind the answer. It's an appropriate answer if they are going to be there for a long time, but a bit weird if it is just a short visit.
