The best, maybe not, but it is a good test. The test is designed to indicate any diminished function of a person's balance and fine motor control. As little as two drinks in an hour's time is enough to influence a person's ability to touch his nose while looking up and remaining balanced.

Well, that makes more sense. When my girl friends and I used to go to the club, I'd look around and find the most undesirable man I could and tell them that if I said anything nice about him to take me home, I'd had enough. It usually worked out okay.
