If a Caring Parent or Grand parent is speaking to a young girl and speaks of the promise of maturity.
Then one can compare it to the beauty of a rose bud to a rose.
If spoken on the gutter side of life , with innuendos , then a dirty comment .
"waiting to BE open", to me, that implies that they want to "open" girls, instead of letting us grow ourselves on our own time. but that's just my opinion.
Only dirty minds will read this as dirty. It just means in expectation of their potential coming into womanhood. The key word is "open". If it had been written as "open(ed), it would imply something "forced" to happen. It is not within nature to force a flower open. As it is not within the nature of things to force a girl to become a woman. Therefore, it is not so much the "love of girls", as it is the love of the exuberance of youth, that is appreciated in girls.
