If it had a predicate, it would be a curse (without a specific penalty).
Otherwise, it is only a "bad" word if it is not used to refer to a specific curse or the action of cursing.

"Damn" could be considered a bad word but it's used so commonly now that I don't think too many people are truly offended by it.

hahaha it's funny how words change... it used to be this terrible word, but now it's just like crap or shoot... just something you can say instead of the "really bad words"
or it can be used in the context of sinners are damned to Hell....
oh and it's also used as "wow" like in lots of overrated, over played songs you'll find a male singer saying: daaayyyum girl!

Well, if you say 'damn' in public and someone yells at you, say you mean the beaver 'dam' and they'll shut up and leave you alone. I do.

It's not a term of endearment.

It is a curse, your asking for damnation so you are asking for a curse.
Is it a bad word? according to modern standards not really anymore just like other words are used more and more nowadays (the F word for example)

Funny fact: Where Americans curse at each other with feces and genitalia the Dutch curse each other with diseases (cancer and t.b.c are most favorite)

    I'm gonna say no...

In England it's not. We also say "what the hell?" whereas most in the US say heck and regard hell as a curse word. We also say "Oh my God!" instead of gosh. I dunno blaspheming doesn't seem to be a big deal here, but we're not a very religious nation we have a higher number of agnostics than we do Christians, Catholics, Muslim...etc.

Not any more, in the past it was but now it is even regarded as mild replacement as in "I don't give a damn," for a word which would be much more expletive.

It is a curse word traditionally used to express that a person is either eternally in hell or kept away from heaven because of their sinful actions. But today it is used much more casually so it isn't as bad as it one time was. BTW those are the ugliest fake boobs I've ever seen, ewwww.
