I think 15 is too young. 16 years old you should be able to begin making your own choices. Whether the tat comes back to bite you in ass in the future (jobs etc) then that was your own choice and you will live up to it now.
I really depends on the kid. Are you getting a pokemon...then it's too young. In my case, I studied art for YEARS, have always painted, drawn, ext and was taken many many times to museums and art exhibits. Art was, and always will be a huge part of me. So when I got a tat years ago, it meant something. Now I have three, am getting mother/daughter ones for my mom's bday, and have drawn a few that people now have.
You must remember that your whole life is ahead of you and if put say some ones name that you are so deeply in love with this month, then six month later you split up then you are basically stuck with that deadbeats name on your body. Or you could put a cut little kitten on your body then you are attacked by a cat and you no longer like cats, guess what you are stuck again. I myself have so many scares and bruises since I bruise and scar easy that I do not want another mark on my body. Guess what gang it will happen to you all if you live long enough. Put another way, If GOD had wanted you to have a tattoo he would have put it on you himself. Life is interesting it keeps changing, so why scar it up now there is plenty of time later.
legally it is NOT too young... but emotionally I think that you need to be a bit older... I have tons of tattoos... :) but I also like to do tattoos for friends in my spare time.. And will not tattoo any one under 21.. I dont think thtat they have had enough time to think it through completely.. You need to be sure that its soemthing that you want forever... and 18 may not be mature enough to know for sure that they want "A tweety bird" on their ass for the rest of their lives... Or something far worse "someones NAME". The worse possible thing to do... PUPPY LOVE..= stupid tattoo... Now you end up with Brenda on your chest; and 20years down the road your wife NANCY hates to see the thing... I have done some pretty dumb tattoos... and I wish that people would give more thought into things like that...
In my opinion, I think that your tattoos should be a represntation of yourself in some way.....something that is important to you... or that you are passionate about.. sentamental... or bad ass... dont matter... as long as when you look at it, or someone else does... they say " wow, thats a nice tattoo..." now "wtf did you get that for?"
It all depends on maturity because they could be reckless and not care and get a penis tattooed on their back, then get older and realize how stupid it was to get it. So if they are mature enough and know its going to be on their skin for the rest of their life then go for it
