If a friend does not repay money he owes , do you consider that the same as stealing?

Not because he doesn't have the money to repay, but he just decides buying an Xbox is more important.

I have loaned friends money that was more or less a gift as I wanted to help them out, as I'm sure they would have done the same. I knew however exactly what that money was to be spent on. I did get my money back, and I got an added kick from helping out a friend.
That just tells you what kind of "friend" that person is.
"Neither a borrower, nor lender, be."
There's no statute of limitations on murder.
