    No, they lack certain other physical abilities to be able to form words as well as the necessary parts of the brain that govern language. Maybe they could learn words parrot fashion but turning this into a language? No. Thetre's only two species on Earth that have been found to have the right equipment for language and that's us and the Neanderthals.

    Dogs have vocal chords that can perform human speech. There was an episode of Horizon dedicated to this.
    They lack the mouth and some throat structure that facilitate speech, and the language centres in the brain.

    Dogs can do simply maths, so I find they're smart enough to learn a human Language.
