Then a senior editor , equally well schooled with experience approved the article .
Finally a fully educated proof reader approved it .

Maybe said to emphasize he was sneaking something illegal in (or out) and not just mislabeling or other deceptive practices. Might be the difference between a chargeable crime versus slap on the wrist and seizure of contraband. Weird phrase to use.
