What about “free gift”? You don’t have to pay money for it.
If it is a “gift”, NOT a “free gift”, do you have to pay for it?

There is illicit smuggling of legal items you don't want people to know you have, like getting someone's surprise birthday gift into the house or porn you don't want people to know you indulge in.

It's kinda like "brutally murdered" which you hear all the time. Is there any other kind of murder? How about "kindly killed"?

Somebody paid Tens of thousands for a college education to write that sentence.
Then a senior editor , equally well schooled with experience approved the article .
Finally a fully educated proof reader approved it .

IF you can laugh at that headline , thank a college professor.

Guess that just means he wasn't from the "body POLITIC" ..
thus .. he was now chargeable ...
(yes, sarcasm with a bit of the truth here .. since Politicians do commit crimes and seem to only get a slap on the wrist instead)

Ah, well .. more Editorial "FAILS" indeed ..
it is what one expects from media ..

Maybe said to emphasize he was sneaking something illegal in (or out) and not just mislabeling or other deceptive practices. Might be the difference between a chargeable crime versus slap on the wrist and seizure of contraband. Weird phrase to use.
