I would be confused but overall
I'd be considerate and respect the individuals feelings as it's up to the heart to choose who it loves, the mind is just a component. I cannot make them fall in love with me, even if they said it.
But, even though he misses her I'm sure he will find the perfect girl for him :) I wish the best for your cousin and hopefully things start improving
