I don't know. It depends if the powers that be like you or not. Very good people are deactivated because the owners just don't like them. Then others can go around violating the TOS and insulting people all they want, yet nothing is done.

It depends on what they are doing. If you are exchanging insults, more than likely they will not be kicked off.
If it's because you don't like their opinion you can forget it.

You know where you are right? This is an opinion site.
I am sure you will encounter many people who disagree with you and may not say so in the most polite manner.
If it has become to much for you block them. That is my best advice.
If you continue to report someone who has not violated the terms of service just because you dislike their comments you could be kicked off the site yourself.
Block em, and move on.

Some people seem to take much longer and get off much easier. Depends on who is reporting and why, if they think it's just harassment they probably won't.
