1: Buy an island.
2: Get your friends together and establish a government. If you have no friends, be a dictator.
3: Run some adds online to attract citizens, soldiers, cops, teachers, ect.
4: Print currency, back it up with gold.
5: ?????
6: Profit.

It will probably take a while, I'm thinking maybe 3-5 hours PLUS waiting which would be an extra half hour or so.
