it is not that unusual at all ..
IN fact .. in the Military system ..
we have both the On-Line as well as Residence Courses for Our PME ..
(and Colleges have done on-line for some time as well .. )
Just nowadays .. with far greater and easier access to internet, satellite and com systems .. it is far more prevalent and available to so many more people.
