Depends on how much one puts on - if applied with a roller (as paint on walls), it looks overdone in any color. Heavy make up tends to look bad on anyone

Makeup should be used as a beauty enhancer. If you cake it on it makes you look lke a clown. If you use just enough to bring out the essence of you natural beauty you have won, even if your sister does't like it.

The first one is used sparingly and really helps to bring out her eyes. The second doesn't even look good, and is just way too much. Though I have to imagine most women don't wear it like that lol

An overabundance of makeup can make a girl look like a skank, but I don't think blue eye makeup alone is an issue. Depends on how much and how intense, I guess. I'm not really a fan of most makeup other than that used to slightly accentuate the woman's natural look.

I don't know what a skank is but it does not sound very complimentary. The colour is not important. I just don't like make-up - end of.
