    Why? Because the law is no soda larger than 16 oz per serving! That being said. . . . . . .does that include ice??? Most of a 16 oz soda is ice. Get it??

    Okay I "get it" fine thanks, I was saying why should it count the ice if water is good for you, the soda amount should be limited to 16 oz. but the ice shouldn't have a limit.

    I think it's none of NYC's business if you buy a large soda. Butt out. Besides, as many have commented, they fill a 32 oz soda to the brim with ice, so that you're lucky to get 16 oz of actual soda anyway. By the way, I don't drink soda much anyway, preferring water or something sugar free.

    since so much of those BIG DRINKS
    from the Fast Food places ..
    are basically so much ICE
    and very little soft drink!

    Excellent post. New Yorkers can fill up a 16 ounce soda without ice then add it to their own cup of ice.

    I watched the story on the news and saw them filling a cup with no ice. I think this distinction should be made up front.
