I think that it is and should be accessible to all interested persons. However, the majority of the content seems to be by Americans and intended for Americans.

I have seen posts from Australia, the Phillipines, Great Britain, Slovenia and the UAE. I'm certain I have seen posts from other countries as well. We are international here, although the majority of us are American.
