People = controversy... Any thing put out into planet earth that is not the current social norm.This is not truth for people who have brain's, capable for expansion.People who are Jealous of other people's gift's create contrversy as well.
true, jealousy destroys financially sometimes. jealousy can cause inaction or too much action and obsession. yet the point of the question is to find art that is controversial. as a focus point. rather like saying, i will eat food now and not specify what it is, instead of saying, i will eat potato chip wedges and a side salad. you then have a grasp of what it is about as it goes in detail about the particular thing.
some food is also controversial to some people or religions. the imaginal thought, perhaps terrifying, of Halal food being faked or corrupted, for those who follow that way of eating and living.
Just about anything these days. It does'nt take much for a piece of art or something to offend people nowadays. People are too sensitive, especially the religious nutter types.

whilst looking like them..in some ways..but the women do lose their legs in Middle eastern mine zones and battlefields, and beg for their food and thus their lives..and are in pain no doubt, emotionally..
I think art requires at least *some* skill. Making people think, is not enough - if that's all you're doing then it's a political statement or a statement about morality or ethics or something like that, but it isn't art. A sheep in a tank is not art. An unmade bed is not art. Sorry if this is slightly tangential to your question... :-)
Well in my opinion the answer to the question of what art is. Is that it is the same as the saying "beauty is in the eye of the beholder". If something is being displayed at an art gallery then obviously some people have had to see it as art at some point :P
art i think even as a displayed gallery artist and animator etc, can be total crap. it is not a meaningful piece or displaying talent if it is simply objects stuck into bizarre combinations. the paintings of some exxy and famous artists are also crap, just modernist lines or all one colour and a splick of paint..thats nothing!! thats not art! at least if art is drawn or painted and given time then it is art..or sculpted and given meaning and effort..it really does show. not unless it is a one off photography snap and it really works well do you not do anything more!!
it can be made into props for performance and then there is another form of art interacting with the cow and the bathtub for eg.. a milkmaid with whitewashed features walks in and splashes herself with the cows milk after picking it up and using the teats as her bathing solution, whilst in the bath..then it make sense and is a worthy effort
for adult artists it is a good definition. for the child or the adult learner it is another thing altogether, as skill comes over time, whereas effort of five hours, every day for ten weeks, or something like that can produce art that is good for the effort and time put into it even without a great deal of skill. it can also be natural gifting, but then it usually comes from persistent practice and positive empowering encouragement.

i.e. if it didn't take any skill at all to create it, then it's not art.
Though I must admit, people really do glorify shock as art.
