    will not be then the so called constitution a JOKE? it is to be respected and not to be played for convenience of any (state) or individual.........they cant go outside the Constitution of the country

    No, not if it denies anyone a guaranteed civil liberty. The 14th Amendment made the protections of the U.S. Constitution applicable to all of the states.
