Well, yes, they can, if they've had eye injury or a lachrymal gland infection, or their lachrymal ducts secrete a red fluid that looks like blood but isn't blood, but it's extremely rare.

Yes.
It's a medical condition called "Haemolacria" It's a condition where the individual produces tears that are basically made of blood. It's not very common but it is possible. My friend has this condition, whenever he gets nose bleeds he cries blood tears, or whenever he cries it's usually blood.
It's very different, but yes it does exist.
