they cross the border illegaly , they raise the pigs incorrectly which makes them sick , then the pigs makes the Mexicans sick , then the Mexicans crowd the Wal-Mart on the weekends and get the legal citizens sick so yes , they're to blame .
I don't know if you know this, but the pig farm that had the swine flu is an American run farm. So no, I don;t think the mexicans have anythin to do with this except the fact they were exposed to the flu the Americans caused...

Well, it was made by people, it was planted by people, and it was turned into a scare tactic propaganda generator by people, so I suppose you're correct. The questions: 1. Who 2. It appears that the source of the outbreak came from Mexico -- perhaps the swine farm in Vera Cruz.
They did not contain it immediately, and it spread outside of Mexico.
Regardless of ethics or legalities, the Mexican government did a lot to contain it since they learned about it. They closed lots of public events, discouraged public meeting, etc...
It isnt anyones fault it could happen anywhere its just a pity that it spreads like it is. The mexicans couldnt have stoped it as it is a new thing we didnt know about it.
