A problem that I see over the years since 1975 and Nixon's War on Drugs has been that Nixon put the state and federal politicians in a box where any common sense drug laws could not bubble to the surface . The first thing that needs to be done is that the US Federal Government thru Congress , must come forward and declare the War on Drugs is done , over and out. Law enforcement officers should be instructed to enforce drug laws with no more vigor than the enforcement of all other valid laws. If illegal drugs are found then they are dealt with accordingly, other than that nothing special. Now I do think that every State in the Union needs to look at its intoxication laws, seriously . Most citizens these days will tell you that if you keep your business on your own property that the rest of society has no business getting in your business at least as far as intoxication goes. The States need to get smart and straight on public intoxication and that is intoxication no matter how you get intoxicated . Conditions of intoxication need a strong and definite definition a definition that is teachable and understandable by every Citizen, then I would suggest that the State makes clear that intoxication will not be tolerated when a person is in any public area that means one step out of ...

And the monetary fine will get your attention the State can come up with good estimates of how much it cost the taxpayers to have intoxicated people hauled off the streets and the intoxicated person will pay back the taxpayers for having to deal with him. So what I am saying to the States don't worry with how a guy gets intoxicated , just forget it , instead worry with making sure intoxicated people stay off the public's streets , don't make a big deal out of it , just pick them up and lock em up, make them pay money for their mess up in public and be done with them.
