First, the Wicked Witch of the East, but after Dorothy's house landed on her, Dorothy was given them by Glinda, when the Witch of the East dried up into nothing.
Note, however, that in Baum's original book, the slippers were silver and not ruby. Also, the witch who gave Dorothy the slippers was the witch of the North (unnamed). Glinda, in the books, was the witch of the South.

Well, technically Dorothy. In the books they weren't ruby, though, they were silver. They used ruby for the film because the filmmakers wanted to show off their new technicolor abilities.
