Hannibal is my favourite, but smartest... i guess Jigsaw (I'm still trying to understand what the hell must be happening in mind of the man who created him) and the guy from Seven
Joker (at least the Dark Knight version), Hannibal, Magneto from X-Men was rather intelligent and the plot plays on this fact. Heck, a lot of comic-book villains (turned movie villains) are smart as whips. Green Goblin, for example.
My favorite smart bad guy has to be the Joker, though. Too smart for his own good, and loves chaos. Can't help but be fascinated with his character.
One of the best things this current incarnation of Batman has done for the fandom: finally, the intelligence of people is focused on, highlighted, and nearly worshiped by the makers of these movies. Say what you want for them, complain about that gravel-voice or whatever, but they have a good focus.
Me either. but everyone I know seems to complain about it. It annoys me, but at least I have the backup arguments of the benefits these movies bring to the table.
The only qualm I had with The Dark Knight was that sort of pathetic rambling about being the hero gotham needs, but doesn't deserve. They took it too far, I think. But until that point in time, I was peachy with the whole movie. :-) And it sucks, because I like Oldman.
Lex Luther
Also so damn sexy!
Gotta respect how he played the Jedi, the Senate,Dooku, and Anakin right under their noses
Granted... fooling Anakin wasn't too difficult. He lived with his emotions too close to the surface. Play those and you can rule a person.
Hannibal Lector is another choice

Although all his previous movie depictions have shown him as a mindless drone... Kinda sucks really.
