MLB - Royals. On and off the Pirates, Nationals, Padres, A's. Those teams will have a few good seasons and sink back to the cellar.

NFL - Lions, Bills, Jags, Browns, Chiefs and my Rams. This is harder to define because teams can turn around fairly fast in the NFL. The Rams are a decade removed from a Super Bowl title. But despite occasion recent success these teams are usually dragging it.

Its really hard to define teams in college since there are over a hundred college division 1 football teams and well more than that for basketball.
