I don't think he actually wrote any of his songs. He got credit for a few, though. The one you are asking about is in an old song book I have from the 50s. If I could find it, I could tell you the author.

I know Elvis wrote Milky White Way which was good but I like Where Could I Go But To The Lord better

I think Where Could I Go But to the Lord is actually profound in lyrical content.If it was just
a cover Elvis did a good job singing and/or arranging it.
