Open-environment immersive video games do better by creating a "realistic" pseudo-world. Let's ask the reverse question - wouldn't it be strange if there were no reference to any of the super-criminals that populate Batman's landscape? After all, a game isn't a move.
I suppose the legitimate question here is whether they can pull off having that many characters *active* in the game. It's one thing if they're "out there" and another if they're interacting with the main character. You have some AI issues that would be pretty difficult to deal with if the villains are depicted in a reasonable way (read: interact with each other as well as "batman")....
It's a lot to chew, but if you're going to do a Batman game... I really think you have to go all-in or pick some other topic/theme.

“Batman: Arkham City,” one of the most anticipated video games of the year, is coming out October 18th. And it seems like at least once a week, developer Rocksteady announces another character that will be a part of Batman’s sure–to–be–best–selling sequel to 2009's “Batman: Arkham Asylum.”
Various websites, like The Escapist and IGN, have reported over the past few months the ever-expanding roster of Batman baddies to join the fray. While “Arkham Asylum” featured less than ten representatives of Batman’s rogues’ gallery, “Arkham City” has confirmed (to date) the Joker, the Riddler, Poison Ivy, Harley Quinn, Victor Zsasz, Bane, Hugo Strange, Two–Face, the Penguin, Mr. Freeze, Talia al Ghul, the Calendar Man, Solomon Grundy, and, most recently, expert marksman Deadshot.
Some gamers, while excited and not–so–patiently awaiting the release of the game, are a little apprehensive about the expanding cast. After all, if this was a film, fans would be up in arms that each character will not be getting their fare share of screen time.
What do you think? Is this too many characters for a video game or do we need even more members of the famed Batman Rogues Gallery?

A video game cannot have too many characters
Part one had The Joker, Harley Quinn, Killer Croc, Bane, The Riddler, Poison Ivy, Mr. Zsasz and Scarecrow, and it didn't seem crowded at all (although there were also quite an array of other characters). Arkham City is probably going to take longer to finish as well.
I'm not worried.
Oh wait, yes I have. Some gamers are just impossible to please.
There will be secondary characters obviously, and the primary ones, (like the Joker obviously). But it's a game, if you sat there just fighting the same villain over the course of a whole game that sould be kinda boring. At least as a super hero game.
Also, Killer Croc should be in it, there's a cutscene in Asylum where a crate of venom is in the lake and killer croc's arm reaches up and grabs it, so I'm hoping to see him as a boss character.
