This was a deliberate act of a irresponsible person apparently seeking another 15 nanoseconds of 'fame'. If this was through the 911 system he could have killed someone.
All of the 'participants' that can be identified should be charged as well with interfering with officers in the performance of their duties.
And before anyone says I am pro cop - I am neither 'pro cop' nor pro STUPID.

First you had "flashrobs," where mobs of kids would coordinate online before shoplifting en masse at stores. Then you had the flashthugs in England, who used social media to coordinate their arson and looting sprees in recent riots.
Now, Compton, Calif., rapper The Game is being accused of setting off "flashcalls" with a tweet he allegedly sent out over the weekend that inundated the Compton sheriff's station with so many calls that it was delayed in responding to some urgent police business.
According to CNN, authorities are considering filing misdemeanor charges against the one-time Dr. Dre protégé (born Jayceon Taylor) for allegedly tweeting the sheriff's station phone number on Friday night, prompting hundreds of his 580,000 Twitter followers to put calls into the station.
Because of the unusual volume of calls over two hours, sheriff's deputies were delayed in responding to reports about a missing person, a spousal assault, two robberies and a stolen car. The tweet, seemingly tied to an offer of an internship with the rapper, encouraged interested parties to call the sheriff's number.
And here is The Game's feeble attempt at an apology, via Twitter, of course. Probably don't want to diss the party you're trying to apologize to...
"Yall can track a tweet down but cant solve murders! Dat was an accident but maybe now yall can actually do yall job !!!!"
The police are considering charging The Game with three alleged offenses: making annoying or harassing phone calls via electronic device or the Internet whether or not conversation ensues; delaying or obstructing peace officers in the performance of their duties, and knowingly and maliciously disrupting or impeding communications over a public safety radio frequency.
On Sunday, The Game denied sending out the tweet to TMZ, claiming he was in the middle of a photo shoot when it was posted and that a friend who took his phone and sent out the message, not realizing it was the Sheriff's department number.
