Also, what tiny percentage of professional athletes' offspring actually grow up to be professional athletes? Genetics obviously plays a role but I think it has a lot more to do with hard work and dedication.

beforre you say they can't have kids, remember where do you live? is your country suppost to be a free country? because if it is, you CANNOT prevent anyone who wants kids from havng kids! trying to control that is just like hitler or stalin, both controlled birth!
