13 year career - which is a pretty decent sample size actually.
1772 hits, 785 rbi, .356 batting average (correct, 3rd best all time), .423 on base. Never won an MVP but did win one series.
If you look at baseball reference and the standards they use he's typically considered and average to likely HOF candidate.
So, yeah he should be in based on stats. You can't change what he accumulated based on his exile. But if you try and extrapolate that batting average would go down while the other quantifiable's would go up. Its important to make that clear.
For the record Rose had: 4256 hits, 1314 rbi, .303 average, .375 on base, 1 MVP, 3 World Series.
Plus, one allegedly took money to throw World Series games as a player and the other bet on regular season games as a manger allegedly not his own.

Both should go in.
