Should people go to jail for making/selling/buying 'bootleg' DVDs?

This is a bit of a tough one for me. Especially given the fact that people actually going to the movies pays my bills. I guess it depends on the extent of whats being done. How big the operation is. Low level people just buying and selling a few here and there, NO they should not get jail time. Most of the time this kind of thing starts from the inside when screeners go out. Especially at awards time, this is big. Someone gets a screener, loans it to a friend, that friend loans it to another friend and so on. Hard to stop unless you stop with the screeners from the inside. People that get caught bringing video cameras into the movie theater should get busted for sure. Give 'em a hefty fine.
