Obviously referring to he-who-shall-not-be-named, and he is responsible for many deaths, so obviously wouldn't be a stretch to assume that he would be responsible for his sisters death.

On the other hand, if the the police found him wearing 5 inch spiked shoes, jumping up and down on her body and singing "Tra-La-Boom-De-Day, I made my sister go splat today!", then yes, he should feel responsible.
