Should America have open borders?

The Obama administration recently said that they would not send back non-citizens under 30 (those that do not have a criminal background).The state of Arizona law enforcement can ask for ID but, has no authority to send back anyone caught here illegally. So what does America do? Should America just open up our southern borders to anyone without a criminal past?

We have a naturalization process, regulated by Congress, that is open to anyone seeking citizenship or various forms of temporary authorization to be in the country legally.
Although the U.S. used to follow our own laws and enforce them, the more recent approach is to pick & choose which laws are REAL ones and which ones are optional at the whimsy of whomever is sitting on the throne and issuing policy directives.
Addendum: And it would be to long if my opinion is not wanted.
